The Managerial Programme Agenda (MPA) is a reform program designed to improve public sector management in Pakistan. MPA-II, the second phase of the program, was launched in 2016 with the objective of improving service delivery in health, education, and local government sectors. The program is being implemented in all districts of Punjab, which is the largest province of Pakistan, and has a population of over 110 million people. MPA-II is based on a results-based management approach, which means that it focuses on achieving specific and measurable results. The program has identified 72 key performance indicators (KPIs) for the health, education, and local government sectors. These KPIs cover areas such as access to services, quality of services, and citizen satisfaction. To achieve the desired results, MPA-II is implementing a number of interventions. For example, in the health sector, the program is focusing on improving the management and performance of public sector hospitals, increasing the availability of medicines and medical equipment, and strengthening the capacity of health staff. In the education sector, the program is working to improve the quality of education, increase enrollment and retention rates, and enhance the capacity of teachers and school management. In the local government sector, MPA-II is focusing on improving the delivery of basic services such as water supply, sanitation, and waste management. The program is also working to strengthen the capacity of local government officials and to promote citizen participation in decision-making processes. Overall, MPA-II is a comprehensive program that aims to improve the quality of life of citizens in Punjab by improving the delivery of essential public services. The program has shown promising results so far, and it is expected to have a positive impact on the development of the province in the long term.
